“Will Putin ever stand trial?” RL Consultant Mark Guthrie writes for Lawyer Monthly

March 31, 2022

Following Russia’s invasion of Ukraine, President Biden has denounced Russin President Putin a War Criminal. RL Consultant Mark Guthrie examines the investigation into Russia’s Alleged War Crimes and whether there is a case to answer. Writing for Lawyer Monthly, Mark says:

“Whether he is guilty of war crimes would be for a court to determine, but on the evidence so far, there is a very strong case for Putin to answer. The shelling of a maternity hospital in Mariupol and a bread factory outside Kiev are just two examples of civilian objects being destroyed by Russian forces.”

From 2001 until 2006 Mark worked for the Organisation for Security and Cooperation (OSCE) Mission to Bosnia Herzegovina where he held a number of roles including Senior Human Rights Officer and Rule of Law Adviser. He gave expert technical advice at the time of the introduction of a new criminal procedure code.

In addition, Mark has led a team of trial monitors and provided expert analysis of the local prosecution of war crimes cases and recently written an analysis for OSCE on the domestic prosecution of war crimes in Bosnia Herzegovina.
