Jonathan Fisher KC and Anita Clifford have been instructed to advise on the application of the new Foreign Influence Registration Scheme (FIRS), set to come into effect on 1 July 2025. Introduced under Part 4 of the National Security Act 2023, FIRS creates a two-tier registration system for individuals and companies engaged in activities on behalf of foreign powers. The scheme is directed at transparency and includes specific provisions relating to Russia.
Registrants, which will capture individuals and companies, must disclose both their identity and the nature of their activities. Failure to register is a criminal offence.
